On account of historical processes, this region probably is the most polyethnic of all Russian regions: According to official data of the GUVD, nowadays 124 ethnic groups live here. The TsNK in Krasnodar was already formed in 1992, nowadays uniting 30 ethnic cultural organizations and communities. The Krasnodar TsNK has got a unique status in Russia, since it is a n associateпїЅ partner of the UN and is interacting with many Russian and international organizations. One of them, the Moscow CIEC, during the last years more than once took part in the TsNKпїЅs actions like round tables, press-conferences, seminars and work on grant programs. The press-conference was opened by the TsNKпїЅs president Oleg Georgizov who briefly explained the work of the Center. More detailed he told about the visit of TsNK members and representatives of the GUVD and the krai administration to Great Britain which was organized by the CIEC. In London the visitors got to know about the methods and results of interaction between the Greenwich Council and the police and the municipality. Georgizov mentioned in particular the importance and utility of exchanges to gain experiences, in other countries as well as in other regions of Russia. The CIECпїЅs director Ashot Airapetyan in his statement gave a general description of the interethnic situation in Russia: пїЅThere are some regions in Russia where the interethnic conditions are much more tensed, than in the county as a whole. This has a negative influence on the general situation. Which regions, thatпїЅs not difficult to guess, since many human rights groups more than once agreed, that itпїЅs Moscow, St. Petersburg and the Krasnodar kraiпїЅ, he mentioned. In addition, Ashot Airapetyan announced a further project competition пїЅCooperation of Ethnic Unions, Law-enforcement Organs and Public Authorities of the Krasnodar KraiпїЅ. The competition will be carried out in the context of the project пїЅEthnic Minorities and Their Access to JusticeпїЅ, which is financed by the European Union and the Global Opportunities Fund of the Britsh Ministry of Foreign Affairs. For this program a maximum amount of 100,000 rubles is provided; coalitions of three organizations can take part in the competition. One obligatory condition is: law-enforcement organs and public authorities must be involved in the projectпїЅs realization. The program is open for discussion; detailed information can be found on the internet pages of the CIEC. Yuri Burlachko, chief of the krai department for interaction with public and religious organizations and for monitoring migration processes, mentioned that the press-conference can be regarded as the initial moment of developing a conception of cooperation between ethnic communities and law-enforcement organs and public authorities. The conception should be presented to the Krasnodar krai government. пїЅToday Russia as a whole an the KubanпїЅ in particular have reached a certain level of economic and social stability; and we have to find new ways to support a favorable micro-climate in this sphere as well, so that in our krai all ethnic groups would live in peace and harmonyпїЅ, emphasized Yuri Alexandrovich. Police colonel Alexander Mozgovoi announced that today an interdepartmental commission attached to the krai administration works on the matter of interethnic relations. In addition, in the rayons with the most complicated interthnic and interconfessional situation were created 26 positions of inspectors who are responsible for the work in the sphere of interethnic relations: пїЅWith the purpose of preventing conflict situations staff members of the GUVD are constantly in contact with the kraiпїЅs 140 ethnic communities, 728 religious organizations and 400 Cossack societies. We constantly communicate with the leaders of the diasporas and organizations, together consider legal ways to solve controversial questions and avert conflict situations, work out joint action to their banningпїЅ, he emphasized. Lately the results of the interaction between public authorities and ethnic communities actually got evident in the Krasnodar krai. Ethnic conflicts are fixed less and less and to teach a new stage in the cooperation and peaceful co-existence of the Russian ethnicities has now become a universal matter. In the light of the well-known recent calamity in the North Ossetian town Beslan is a top-priority task The international terrorism openly indicated its purpose to kindle an interethnic war in the North Caucasus and only by common efforts of the peoples living her, by consolidating all mechanisms, social and public structures, we can resist this global menace.
