About the impressions of a journey to London within the framework of the project: �Ethnic minorities in Great Britain and their access to justice�. The relation between ethnic minorities, public authorities and police is a delicate and highly sensitive problem. In despite of the differences in the history of ethnic problems of our states it was even for this reason very interesting getting to know high cognitively the state of affairs in this field in Great Britain. After a series of shocks and national racism conflicts, the British society became aware of life�s necessary to change the state of affairs. It was realized that discrimination, prejudices and racism are symptoms of dangerous society sickness, which must be treated together. A partnership of ethnic minorities, public authorities and police began a driving force of reforms. They developed in little laborious steps how to overcome prejudices, stereotypes and multitudes of difficulties - with success: the first results impress. Although taking into account the law of racial equality which passed by the European Convent of Human Rights. It was established by the Commission for Racial Equality and even reaches to control the activities of the police. Now the police will realize that a permanent control of their behavior comes true. They will take into account that an attentive and careful treatment with people of all races and ethnics in its work is necessary. In other words it will execute the passed law. Even the police themselves call representatives from the Commission for Racial Equality to inquire into the matter of racial discrimination if there is a good reason to. This can be considered in the treatment of both criminal and the victim Moreover the visit of Scotland Yard, the Woolvich police department and the Hendon�s colleague to train policemen demonstrated that racial equality became an organic and necessary part of the social life. The program in the police�s work of attracting representatives of ethnic minorities runs for many years. We saw how it is put into effect in practice. By the way, Britain�s police aren�t a state service. They are an organization which renders concerning assistances to the society. Especially our meetings with the Greenwich Council for Racial Equal, the police and the public authorities were very interesting. The Council is not only supported and financed by the British State, but also by the police. It proved not only its use for a social plan, but also a high profitable investment in stability and development of the society. The experience to guarantee support for the victims of racial assaults and to guarantee a criminal persecution is highly significant. We also saw, that there exists a multitude of ways to get a preventive effect for potential threat of the beginning of interethnic conflicts. Materially manifold forms of reaction operate when the problems arise. It looks permanently for new forms of partnership between the ethnic communities and the public authorities and tries to respond to the always changing situation The Council doesn�t only protect the rights of ethnic minorities; it also calls for an appropriate reaction in case of citizen�s rights or freedom violation. It�s aware of its part of responsibility for racial problems and leads diverse work and permanent dialog with all participants of the process. It�s important that the Council doesn�t apprehend misfortune and difficulties like a condition of resignation, but to search for methods to solve existing problems. The main point is the beginning of cooperation for which you need a base for. Mutual experience takes away a great number of problems. There are lots of courses and consultation to assist migrants with job arrangements, language support, solving of daily life problems, guaranteeing medical supply and etc� Many informational materials about important questions like social aid, medical services, etc�, concerning to rights and possibilities of migrants are published. In this region the state finances grant programs, distributed to migrants who meet with their results the declared goal of the program The recognition of a unique contribution to representatives of ethnic minorities made the British state not only stronger in economic, culture, art and other fields, but you can observe outside public organizations, which innately have a tight relationship to ethnic questions, on the streets, in metro or pubs - tolerance. It seems that the British are very proud of their political and culture tolerance. I got rid of many stereotypes I had before. I saw how the public movement can stimulate and even push the power structure to the necessity of a refreshing view. How it can undertake the necessary operations to change the society towards a better, multicultural civil society. The compromise isn�t the most effective way for cooperation. More productive is an equal partnership. We have many social problems and the question is if civil courage is necessary for the perception of the need to resolve them. A political �ostrich - behavior� does only intensify the current situation. From my own experience I can say that we suggest at times global projects and construct mighty Plans on the whole, forgetting the importance of the concretization work in the mind labs, at the places where people live, who are in need of appropriate help in terms of education and instruction and social services with a political-ethic background. We need to develop a more active partnership on regions� or districts� level. Especially in our district we have a sizable number of experiences, so that we can convert quantity in quality. There weren�t only representatives of ethnic minorities in our delegation, but clerical help from the Ministry of Internal Affairs (MIA) and power structure. I hope that the experience obtained during this time will make our work more effective and our partnership is getting closer. I want to thank the organizer of the training - the Centre of Interethnic Cooperation - in shape of Ashot Airepetyan and Irina Kropotkinoy and the �European Dialog� in shape of project manager Girina Holland.
