ЦМС провел серию мероприятий в регионах России

В Екатеринбурге 18-20 ноября  совместно с Ассоциацией молодежных этнокультурных объединений Уральского Государственного Горного Университета провел тренинг «Профилактика экстремизма в молодежной среде». Участниками тренинга стали 34 студента местных университетов.

 

 

 

 

В Тюменском Государственном Университете 21 ноября Центр межнационального сотрудничества организовал встречу студентов-активистов, занимающихся организацией межкультурных проектов, c советником Посольства Швейцарии в Москве Лео Траблейем. Через день в пансионате «Алые паруса» Центр межнационального сотрудничества при поддержке Комитета по делам национальностей администрации Тюменской области провел двухдневный тренинг «Опыт регионов России в профилактике межнациональных конфликтов». В работе тренинга приняли участие 36 представителей органов власти, полиции и неправительственных организаций Тюменской, Свердловской, Оренбургской, Ярославской областей и Пермского края.

 

 

 

В Самаре 24 ноября в Доме дружбы народов директор Центра межнационального сотрудничества Ашот Айрапетян в рамках межрегиональной конференции «Формирование гражданского мира и согласия в регионах России» провел Круглый стол «Региональные модели государственной национальной политики». В работе Круглого стола приняли участие 42 представителя органов власти и неправительственных организаций из 16 регионов России.

Семинар УМВД по профилактике экстремизма
Начальник УМВД России по Ярославской области генерал-майор полиции Н.И. Трифонов принял участие в семинаре «Взаимодействие органов государственной власти и представителей национально-культурных объединений области по профилактике экстремизма и ксенофобии».Семинар состоялся 12-13 июля 2011 года в Ярославле. Он был организован ярославским региональным отделением общероссийской общественной организации «Ассамблея народов России» при поддержке Правительства Ярославской области. В проведении семинара принял участие «Центр межнационального сотрудничества», возглавляемый А. Айрапетяном.

 

Центр межнационального сотрудничества совместно  с Администрацией Смоленской области 29 ноября - 1 декабря 2010 года проводит конференцию "Профилактика межнациональных конфликтов". В  работе конференции принимают участие сотрудники органов власти, милиции и общественных организаций Смоленской, Астраханской, Оренбургской, Ярославской, Саратовской, Самарской областей и республики Карелия. Задача конференции обсудить результаты тренингов, прошедших в Иркутске, Ярославле и Оренбурге для органов власти, милиции и общественных организаций и разработать рекомендации для  профилактики межнациональных конфликтов.

В первой декаде августе мы проводим учебный семинар и школу в Иркутской области

С 1 по 3 августа 2010 года Центр межнационального сотрудничества совместно с Администрацией Иркутской области проводит учебный семинар «Профилактика межэтнических конфликтов» в г. Иркутске.

К участию приглашены представители органов власти, правоохранительных структур и этнически ориентированных общественных организаций Иркутской области. Мероприятие пройдет при финансовой поддержке Института мирного разрешения конфликтов (г. Берлин).

В рамках семинара участники обсудят причины возникновения межэтнических конфликтов, межнациональную обстановку в Иркутской области, разработают план взаимодействия органов власти, правоохранительных структур и общественных организаций при возникновении угрозы развития конфликта на межнациональной почве.
Тренинг в Ярославле по профилактике межэтнических конфликтов

Для нашей организации Ярославль заслуженно считается одним из любимейших регионов, куда мы с удовольствием приезжаем несколько раз в год на разные мероприятия. Он считается одним из наиболее толерантных регионов России, и не просто так, а потому что там регулярно силами местных НКО и властей ведется работа в этом направлении. И в этот раз наша поездка в Ярославль оказалась интересной, познавательной и богатой на события. Приехав 7 июля, мы, Ашот Айрапетян и Мария Копельян, участвовали в работе  Круглого стола «Взаимодействие органов государственной и муниципальной власти с национально-культурными общественными объединениями в осуществлении государственной национальной политики: опыт, проблемы, пути совершенствования», организованный совместно Ярославским региональным отделением Общероссийской общественной организации «Ассамблея народов России» и Комиссией по вопросам развития гражданского общества, межнациональным отношениям, конфессиям и миграционной политики Общественной палаты Ярославской области. Заявленными целями Круглого стола были:

A seminar/training “Cooperation between authorities, law-enforcement agencies and ethnic diasporas f

A seminar/training “Cooperation between authorities, law-enforcement agencies and ethnic diasporas for prevention of interethnic conflicts” took place at “Red Hill” business-center in Sarakhtash district of Orenburg region. This seminar was organized by the Ministry of Culture, Public and External Relations and initiated by the employees of Moscow NGO “Center for Interethnic Cooperation”. Representatives of Ministry of Culture, executive agencies, leaders of ethno-cultural organizations of Orenburg region, employees of prosecutors’ office and police took part in this training.

For such a multiethnic and polyconfessional region as Orenburg region is, the formation of tolerant mind orientation and behavior, liberal attitude toward religion and peacefulness, prophylaxis and prevention of different kinds of extremism is particularly important. That’s why this seminar/training is so important for this region.

The seminar started with a standard procedure of acquaintance. A method of pair building was invented by Center for Interethnic Cooperation Director Ashot Ayrapetyan. He divided the participants into two groups and then asked members of one group to choose a partner from the other group. This chaotic pair building gave lot of fun to participants and they really enjoyed presenting each other. The friendly atmosphere appeared from the very beginning. Most of the time participants worked in three groups: group of police employees, group of authorities, group of ethnic leaders.

Different issues concerning cooperation between authorities, law-enforcement agencies and ethnic diasporas were discussed. Particular situations related to interethnic tensions in some regions of Russian Federation were analyzed. The “portrait” of a typical representative of ethnic diaspora, composed by police employees, showed interesting and didactic conclusions. Representatives of law-enforcement agencies, in their turn, were acquainted with a “portrait” of their typical representative, composed by the leaders of ethno-cultural organizations.

- Lots of representatives of ethnic diasporas complains on police employees, and vice-versa, there’s lot of information, especially in Mass-Media, telling us about enormous amount of crimes committed by representatives of different ethnic groups. To find out is there really a confrontation between these two groups, we make training, and as the result we can see that it is possible to work with both groups without any insuperable barriers. Both groups are always criticized by the people. Our society always tries to find a scapegoat, to pay off all the existing issues on migrants, visitants, ethnic minorities. The same situation with police – if we feel a need to blame someone, we blame the police, - a comment given by Ashot Ayrapetyan, director of Center for Interethnic Cooperation.

During presentations the participants shared experience in solving different conflict situations. Some business games took place that allowed all the participants to better understand each other, to work out strategies for cooperation. Participants of the seminar together searched for the reasons of interethnic conflicts and answered the question “What unites ethnic minorities, executive agencies and law-enforcement agencies?” The other simulation exercise was offered to the participants after the debates – press-conference, where representatives of diasporas played roles of law-enforcement agencies employees, and policemen took roles of diasporas representatives. This method helped the participants to understand problems the other social group faces, to become closer and to work out common strategy.

After all presentations and discussions it has become obvious that the main issue related to interethnic conflicts is one-dimensional judgment to the problem and poor level of cooperation between structures. That’s why participants had no problems to work out final recommendations – the culmination moment of the training.

The working out of recommendations for better prevention of interethnic conflicts has become a result of the training. At first each group composed recommendations for their own institution, and then studied lists of other groups and added their suggestions. After adaptation by the organizers these recommendations will be sent to the Ministry of Regional Development and Ministry of Internal Affairs of Russian Federation.

- We made very useful things during these three days, but the main impression we got by people we got acquainted with. We were forced to think and to find right solutions, - marked all participants at the end of the seminar.

Big part of participants underlined that they had learned lots of new things about traditions of different nations, about particularities of behavior of people of different ethnicities and confessions. All marked that the newly gained knowledge will be very helpful in their practical work.

Recommendations to ethnic organizations

1. To carry out such kind of seminars and trainings with representatives of authorities, law-enforcement agencies, migration service and ethnic organizations more often.

2. To carry out activities on prophylaxis of interethnic conflicts inside each ethnic organization inviting representatives of other diasporas, that with more conflict possibility in particular.

3. To promote in Mass-Media and TV meetings between ethnic leaders, representatives of authorities and law-enforcement agencies.

4. To support the establishing of ethnic core groups at areas of compact settlement of ethnic minorities and to elevate the influence of diasporas leaders.

5. To organize cultural and sports events between diasporas, representatives of authorities and law-enforcement agencies.

6. To oppose individual ethnic leaders and organizations to use their influence in self-interested and criminal purposes.

Recommendations to Ministry of Internal Affairs

1. To carry out interdepartmental activities also attracting ethnic diasporas leaders to support and strengthen tolerance in areas of compact settlement in the first place (preventive conversations, sports and cultural activities).

2. To discuss the possibility to include representatives of ethnic diasporas to the Social Council within the regional Department of Internal Affairs.

3. Working out of methodological recommendations for employees of law-enforcement and executive agencies on tolerance and non-discrimination against representatives of other ethnicities and also for migrants explaining standards of behavior in Russian federation.

4. Creation of positive image of a migrant and activities to elevate the influence of police employees (via Mass-Media and outdoor advertising).

5. Inclusion of tolerance lessons (with visits of police employees and representatives of ethnic diasporas) to compulsory school program .

6. Establishing of particularized center for support in social adaptation and necessary medical help to migrants.

7. More strict responsibility for violations of migration laws.

8. To recommend the migration service authorities to bring into action photography and dactylography while registering foreign citizens in Russian Federation.

9. To organize a system of professional education for work with ethnic diasporas and migrants in institutes for Ministry of Interior.

10. To change attitudes of police employees towards ethnic minorities.

Recommendations for authorities

Federal level

1. Establishing of Ministry of National politics.

2. To change migration law.

3. Initiation of establishing of migration centers.

4. Adoption of national politics statute.

Regional level

5. Establishing of Department of national politics.

6. To align work on organization of monitoring of ethno confessional situation on municipal territories.

7. To organize a social advertising campaign to create a positive image of people of different ethnicities.

8. To organize activities on advance training for professionals on ethno confessional issues.

Local level

9. Establishing of Center of Ethnic Cultures (House of friendship).

10. To use Mass-Media to create a positive image of migrants.

11. Adoption of municipal program of national politics.

12. To organize cooperation between migration service authorities with ethnic communities leaders and Ministry of Culture for educational work among migrants.

13. To organize a system of educational seminars/trainings for employees of law-enforcement agencies, representatives of authorities and leaders of ethnic organizations.

14. To recommend to ministry of Education to work out a system of work with children and teenagers on ethnic issues.

Лондон нас встретил обилием снега и шквальным ветром. Как говорили англичане - нам сильно «повезло». Такая погода бывает здесь очень редко. У большинства жителей Лондона вообще отсутствуют теплые вещи в российском понимании. Так что обильный снегопад в нашу честь вызвал большое удивление у местных жителей. Странно смотрелась зеленая трава и цветы, накрытые снегом. Но, что удивительно, нигде не было слякоти и луж, а на следующий день, снег растаял. Не было грязи, прилипающей к ботинкам, поскольку и зимой и летом по всей Великобритании нет пыли. Это просто другая цивилизация. Здесь другие стандарты.

Общение с этой цивилизацией началось еще в Москве, когда с помощью Политического отдела Посольства Великобритании мы получили визу в течение 3-х дней. Обычно для получения этих виз требуется 10 дней. Пикантность ситуации состояла в том, что несколько человек из нашей делегации не только никогда не были за рубежом, но и получили загранпаспорт за неделю до отъезда. В таких случаях, обычно, Консульство приглашает на собеседование. Для некоторых участников нашей делегации это означало бы отказ от поездки, поскольку они жители Краснодарского края, к тому же один из них - полковник ГУВД, и без специального разрешения его никто бы не отпустил в Москву. Это не первый раз, когда посольство Великобритании идет нам навстречу. Двадцать процентов расходов по проекту «Этнические меньшинства и доступ к правосудию», в рамках которого состоялся этот визит, профинансировано  Фондом глобальных возможностей МИД Великобритании.

The Center for Interethnic Cooperation (CIEC) and the English Non-Government Organization Responding to Conflict (RTC) have a common project dedicated to the acquaintance with work experience of state organs in Great Britain concerning assistance to interracial and interethnic understanding in the society.In the scope of this project, on the 13th of November 2000 our delegation left for London. The delegation was composed of leaders of five Russian regions (Moscow, St Petersburg, Nizhny Novgorod, Rostov-on-Don and Krasnodar) being responsible for the work with national communities in their regions. Abrar Yarlykapov, the vice-chairman of the Committee of Social and Interregional Affairs, and Tat’yana D’yakova from the Moscow City Duma represented Moscow in the delegation. The participants of the delegation from the other regions were: Ol’ga Savinova, vice-gubernator of the Nizhny Novgorod Oblast’ (region) and director of the Department of Public Affairs; Anatloij Maksimchuk, chairman of the Department of Work with Public Organization and Mass Media of the Apparatus of Plenipotentiary of the president of the Russian Federation (RF) in the South Federal District; Andrej Vetrov, chairmen of the Department of Public Affairs of the St Petersburg Administration; Ekaterina Ivanchenko, chairman of the Department of International Relations of the Office of Information and Social-Political Prognosis Making of the Administration of the Krasnodar Krai (county); Aleksej Eremin, vice-chairman of the Department of Foreign Affairs of the Mayor’s Office of Krasnodar. In addition, Sergej Podgorbunskij, the chairman of the Department of Interaction with Mass Media and Public Affairs of the Ministry of Affairs of Federation, National and Immigration Policy, traveled with us to England. The purpose of the visit was the acquaintance with work experience of English state organs. We had meetings at Scotland Yard, the Ministry of Interior, the Parliament of Great Britain, the Mayor’s Office in London, the Prefectures of Camden and Newham, the Commission of Racial Equality (Such a commission exists!), the Mayor of Birmingham, England’s second largest town of England, the headquarters of the famous television transmitter BBC, etc.

We, employees of the Center for Interethnic Cooperation, very like to organize and carry out events together with the Yaroslavl branch of Assembly of nations in Russia. Nur-El Hasiev, the head of this public organization which has recently noted the 10 anniversary, besides charm and huge energy he also possessed outstanding managerial ability. Therefore, every time when we plan the next training or a seminar in this region, we precisely know that all will be organized in the best kind and the validity will surpass expectations.

So this also happens this time. At first we selected the places of realization. The nice boarding house, tasty meal and a convenient working hall are an obligatory part of our technology. We are convinced that it's very important to discuss these difficult and serious questions regarding interethnic relations and combined actions of different structures for prevention of these conflicts, in comfortable conditions. The boarding house «Wood fairy tale» which was recommended by Nur-El, was quite agreed with his name. In 2 hours' journey from Moscow, on border of the Moscow and Yaroslavl areas is placed an ancient Russian city Pereslavl – stretched on the coast of the most beautiful lake Pleshcheeva. Our boarding house was near by this city in an amber pine wood. The second item of charm was that this boarding house consists of small separate wooden houses picturesquely placed round a pond.

On June 24th, the Yaroslavl Assembly organized a ‘round table’ in collaboration with the Center for Interethnic Cooperation and the French city Poitiers, which had the title “Russian and International experience of Interactions between Authorities and National Youth Organizations”. Participants in the ‘round table’ included representatives of the Yaroslavl assembly; the administration of the city; leaders of national organizations and youth organizations in Yaroslavl. Furthermore, employees of the Center for Interethnic Cooperation, representatives of a Moscow-German youth organization, and volunteers from Germany, Canada and Great Britain participated. While in many cities of Russia the attitude to national minorities constantly worsens, in Yaroslavl this attitude remains normal. It is one of the few regions of Russia where the head of the association of national organizations can be a Chechen. Nur-El Khasiev - head of the Yaroslavl branch of Russian National Assembly, is also the leader of the local Chechen organization. The Assembly has a modern office premise, technical equipment, and receives grants from regional and city administrations. Nur-El Khasiev already participated in many events organized by the Center for Interethnic Cooperation.
