 В Екатеринбурге 18-20 ноября совместно с Ассоциацией молодежных этнокультурных объединений Уральского Государственного Горного Университета провел тренинг «Профилактика экстремизма в молодежной среде». Участниками тренинга стали 34 студента местных университетов.
В Тюменском Государственном Университете 21 ноября Центр межнационального сотрудничества организовал встречу студентов-активистов, занимающихся организацией межкультурных проектов, c советником Посольства Швейцарии в Москве Лео Траблейем. Через день в пансионате «Алые паруса» Центр межнационального сотрудничества при поддержке Комитета по делам национальностей администрации Тюменской области провел двухдневный тренинг «Опыт регионов России в профилактике межнациональных конфликтов». В работе тренинга приняли участие 36 представителей органов власти, полиции и неправительственных организаций Тюменской, Свердловской, Оренбургской, Ярославской областей и Пермского края.
В Самаре 24 ноября в Доме дружбы народов директор Центра межнационального сотрудничества Ашот Айрапетян в рамках межрегиональной конференции «Формирование гражданского мира и согласия в регионах России» провел Круглый стол «Региональные модели государственной национальной политики». В работе Круглого стола приняли участие 42 представителя органов власти и неправительственных организаций из 16 регионов России.  Center for Interethnic Cooperation (CIC) was established in 1997. Since that time the main aims of the organization are ethnic minorities' rights protection, Tolerance spread and promotion, empowerment of Democracy in RF society. The center reaches its aims by organizing different kind of events i.e. trainings, seminars, conferences, round-tables, study visits, camps and other activities. It is possible to separate the all CIC activities in 2 parts: work with youth and with the representatives of ethnic organizations leaders, law enforcement agencies and authorities. CIC functions regionally and during its history has implemented different projects in more than 25 RF regions. CIC has Special Consultative Status with the Economic and Social Council of the United Nations.

The Center for Interethnic Co-operation led its first training session “Russian Network of Ethnic NGOs – Techniques to start with” for the Network of Ethnic organizations from 22nd to 24th October 2006 in the Samara region, Tolyatti. 23 participants took part in the training.
We have noted many times that in Samara we have excellent relations with both representatives of the local authorities and with ethnic leaders. For this reason we decided to carry out the first of three trainings we had organized in Samara. The trainings are aimed at young representatives of ethnic organizations in Russia and are part of the project “Development of the Network of Interethnic Organizations for the Opposition of Racism in Russia”.
On May 17 -19 the Center for Interethnic Cooperation and the European network for international cooperation UNITED have conducted and educational seminar “Youth and Tolerance” in the recreation center “Nadezhda” Krasnoyarsk area, Samara region.
The training occurred as a part of a project “Making use of ethnic organizations in Russia in order to support the ideas of tolerance among the youth”. In the sequel, the regions of Astrakhan, Irkutsk, Novosibirsk, Orienburg, Sverdlovsk, Yaroslavl and Krasnoyarsk area are also starting to take part in the already started initiatives. The project is funded by EU as a part of the EU-Russia cooperation agreement. 29 января 2009 года в государственном учреждении Самарской области "Дом дружбы народов" состоялась встреча сотрудников учреждения и активистов этнических общественных объединений с директором московского "Центра межнационального сотрудничества" Ашотом Айрапетяном.
Встречу открыла консультант аппарата Правительства Самарской области по этнонациональным вопросам Н.П. Осипова. Отметив, что многие технологии работы "Дома дружбы народов" были заимствованы из опыта работы "Центра международного сотрудничества", который нарабатывался уже многие годы, Надежда Петровна рассказала присутствующим об основных направлениях работы аппарата Правительства в 2009 году. Кроме традиционных направлений по поддержке этнокультуры, этнообразования, этнических СМИ, предоставления ресурсов организациям, в этом году пройдут обучающие семинары-тренинги для милиции. Будет также продолжен проект "Молодежная школа толерантности", пройдут обучающие семинары для органов местного самоуправления и милиции. Ашот Айрапетян выразил слова глубокой признательности всем присутствующим за активное участие в деле укрепления стабильных межэтнических отношений в регионе. Он отметил, что "во время экономического кризиса межэтнических отношения могут сильно осложниться, поэтому необходимо предпринять активные профилактические меры, чтобы сохранить стабильность, чтобы люди искали то, что их объединяет, а не то, что разделяет". Опыт Самарской области, по словам директора московского "Центра межнациональных отношений", имеет важное значение для других регионов Российской Федерации, в частности, работа с милицией, так как подобное сотрудничество редко можно встретить в регионах, и этот опыт показывает, что с милицией можно и нужно профессионально работать. А. Айрапетян представил вниманию присутствующих фильм, снятый группой "Измерение N" ("Измерение "Национальность"), в котором продемонстрирован еще один опыт работы с милицией в Свердловской области.

Источник: Дом Дружбы Народов 11-12 сентября 2007 года под Самарой на базе отдыха «Надежда» (Красноярский район) прошел семинар-тренинг по теме «Гармонизация межнациональных отношений и профилактика межэтнического конфликта». Организаторами данного мероприятия выступили Министерство регионального развития Российской Федерации, аппарат Правительства Самарской области, Центр межнационального сотрудничества (г.Москва). В нем приняли участие представители органов исполнительной власти из Республики Удмуртия, Саратовской и Ярославской областей, руководители национально-культурных объединений Самарской области и из других регионов, представители УФМС и УФСБ по Самарской области. Активное участие в работе семинара приняли представители ГУВД по Самарской области: сотрудники отдела информации и общественных связей, газеты ГУВД по Самарской области «Право», УВД по городским округам Самара и Тольятти, руководители служб МОБ - по линиям обеспечения общественного порядка, работы участковых уполномоченных милиции, по делам несовершеннолетних, командир полка патрульно-постовой службы.
Это был сложный тренинг. Во-первых, впервые за всю историю Центра межнационального сотрудничества мы опоздали на собственное мероприятие. Мы (Ашот Айрапетян и Виктория Шухат) должны были прилететь в Самару 8 декабря, днем. Но аэропорт Внуково был окутан густым туманом. Пришлось сдать билеты и поехать поездом, который прибывал в Самару в 11.40 по местному времени.
Другая сложность заключается в том, что это был наш второй тренинг, посвященный конфликтам. Первый прошел 4 года назад, и его провел тренер из Великобритании. То есть для тренеров Центра межнационального сотрудничества тема была новая. Причем она была предложена администрацией Самарской области. Третьей особенностью этого тренинга было то, что часть расходов на его проведение взяла на себя администрация Самарской области. Это не первый раз, когда администрация области оплачивает часть расходов наших тренингов. И вообще, этот регион выделяет рекордное количество средств для развития национальных сообществ. Центр межнационального сотрудничества работает в Самаре уже много лет. Через наши тренинги прошло большинство лидеров местных национальных сообществ. At the resort “Hope”, one hour drive from Samara, from August 16th till August 17th the seminar “Mechanism of forming tolerant relations to immigrants and to ethnic minorities” took place. The seminar was financed by the American private foundations MacArthur and Charles Stuart Mott and by the administration of the Samara Region. The fact that local government organs were financing one third of the expenses of the seminar is a new phenomenon, not only for the Center for Interethnic Cooperation but also for a lot of Russian non-governmental organizations. Here some of our opponents can say that they know a lot of non-governmental organizations that have regularly received financial aid from governmental organs for a long time. We also know them. These are, as a rule, governmental “non-governmental” organizations. This means that formally they are non-governmental but in fact they are more governmental than the real governmental organizations. It is just not customary for our officials to give the money to “strangers”, even when these “strangers” are doing very useful work which also benefits the government. For the sake of fairness we have to mention that this phenomenon is also widespread in the United States and in the countries of the European Union. Admittedly the proportions of supposed and real non-governmental organizations are different there. As the Center for Interethnic Cooperation managed to convince the local governmental organs that providing resources will be of use not only for the national communities on the region but also for the local administration, the local governments organs of the regions of Samara, Perm, Sverdlovsk, Krasnodar and Krasnoyarsk, decided to finance the seminars of the Center. At the same time, we have to stress that the financial aid of the governmental organs is not for the Center for Interethnic Cooperation, but for its seminars. In the case of the seminar in Samara, the administration provided accommodation for the participants from Samara at the resort “Hope”. In Tolyatti, the training-seminar “ International and Russian Mechanisms of Cooperation between Ethnic Associations and Governmental Agencies” took place. It was organized by the Center for Interethnic Cooperation and the Jewish Organization “Tsvi Girsh” (Lower Novgorod), with the support of the Samarra Regional Ministry of Culture, Youth Politics and Sports. The Seminar was carried out within the framework of a partner project called “Introduction to Positive American Experiences in the sphere of Interaction between Ethnic Minorities and Governmental and Non-governmental Organizations, In the country boarding house “Park Hotel” not far from Samara, the Center for Interethnic Cooperation conducted its last of three trainings on the topic “Russian and International Mechanisms for the Protection of National Minorities.” The Council of Europe and the Foundation for Rights Protection Projects of Great Britain financed the seminar. Experts from the Council of Europe and national association leaders from Moscow, Saint Petersburg, the Samara, Voronezh, Saratov, Nizhni Novgorod and Orenburg regions participated in this seminar. We also invited administration representatives from each of these cities, but only representatives from the Samara and Nizhni Novgorod regional authorities responded. The official reason for refusal was that were extremely busy, but there were other reasons. The problem of interethnic relations and national politics in Russia has been completely abandoned. The Ministry on national affairs was liquidated, and another division in the power structure has not been created. The conception of a new state national politics in Russia is not accepted. The government finances in this sphere have abandoned the all hope for something better. In the end, employees of the administration, answering for work with nationalities, as a rule, enter into the structure of division, working with the public of a given region. And as it is known, these subdivisions are the first sent to battle for a victory of administrative interests at the elections. |
