The Commissioner for Human Rights of the Parliamentary Assembly of the Council of Europe is preparing a report on the observance of human rights in Russia
July 16, 2004. Alvaro Gils-Robles, the Commissioner for Human Rights of the Parliamentary Assembly of the Council of Europe, will visit six of RussiaпїЅs seven federal regions to prepare a report on the observance of human rights in the country. Gils-Robles arrived in Moscow the day before and immediately made his way for the far-eastern city of Khabarovsk. In the course of his two-week stay in Russia the Commissioner also visited Irkutsk, Yekaterinburg, Nizhniy Tagil, Kazan, and Krasnodar. He paid special attention to the judicial system, the activities of law-enforcement agencies, service in the army, the fight against racism and xenophobia, and prison conditions.
